  Rezumat:  "What is the efficiency of the governance?" and "What is the perception of the political and economical efficacy of the government members?" are two of the important questions raised by many social scientists (Lewis-Beck, Alt, Norpoth, etc). This paper analyses the perception of the efficacy of governance in relation with the main types of political participation and with the cultural regions of Romania, as Sandu (1996) defines them. The study is based on data of a national survey, conducted short after the 1996 general elections. Factor analysis is the main statistical tool used to analyse these data and it supports the idea of a two dimensional structure of the citizens perception concerning governance.
