  Rezumat:  The European Union is an international actor with unique identity and institutional structure. During the past years, theories have been concerned with the role of the EU in the world as a soft power. The following paper tries to analyze to what extent is the EU’s "humanitarian policy" successful, but most of all to what extent we can talk about EU as a humanitarian actor. Through examining the relation between the Commission and the humanitarian NGOs, I will try to assess if the criteria of "actorness" (Bretherton & Vogler) are met by the EU on the international humanitarian scene.
