  Article:   CORRELATION BETWEEN THE PUBLIC FINANCES AND THE LOCAL AUTONOMY.

  Abstract:  The paper „Correlation between the public finances and the local autonomy" tries to present the problem of capitalism deficit in the nowadays Romania by pointing out the existent situation and signaling the difficulties the free market economy deals with, competition, financial – banking tools, capital, labour, etc. The paper also suggets the fact that the acces of the reform meant to assure the economic raise becomes possible by reinforcing the local autonomy through the consolidation of the budgetary income. After all, the paper represents a starting point for a new economic strategy based on the concept of this type of budget. Definitely, we sugget that the economic raise should be realized by applying a new conception regarding the budgetary sistem and fiscal policy.
