  Abstract:  Social Services and Disservices. From the Philanthropic Experience of the Orthodox Church in Romania. Romania is defined as “a democratic and social state, governed by the rule of law” (Article 1, section 3). After two decades since the fall of communism it is time to ask ourselves if we truly are a social state. Under the impulse of the financial crisis, which introduced rigours and pressures in the administration of state’s budget, it is time to survey the social Romania. Moreover, it would be appropriate to distinguish more rigorously between the social services and disservices and to wonder how many resources exist on the wide market of the social services and in the private philanthropic domain which is supported, among others, by the religious cults. The present text reviews some major aspects regarding the theory and the practice of the social state, based on the principle of subsidiarity, and then analyzes some of the problems the social-charitable activity of the Orthodox Church in Romania is confronted with.
