  Article:   LENGTH OF STAY AND PATTERNS OF EXIT FROM PROFESSIONAL FOSTER CARE IN CLUJ AND NEAMŢ COUNTIES: 1999-2004.

  Abstract:  Length of Stay and Patterns of Exit from Professional Foster Care in Cluj and Neamţ Counties: 1999-2004. This article presents the results of a retrospective longitudinal research, done on six exit cohorts of children from two counties – Cluj (202 subjects) and Neamţ (73 subjects) – participants in the situation of the ceased social protection measure of foster care, for the period 1999-2004. The length of stay in the last placement in professional foster care – the revoked one, is the criteria for placing a child in a certain cohort and, it is calculated in number of days. The study offers a comparative perspective on the exit rate of children, according to the number of days spent in temporary care and the variation of the placement length for those children coming from different exit cohorts, in the same county. There are presented also the synthetic statistic indicators, relevant for comparing the evolution of the situation in both two counties, in the cohorts of children, which left professional foster care in the interval 1999-2004. Based on the placement length, there are identified and classified foster care placement types: short and medium term forms and their predominance according to the year of ceasing foster care. Models of exit from professional foster care placement are also described, according to the their length and the evolution of the rate of leaving substitutive care in the evaluated cohorts. The paper outlines also the relationship between the ethnic affiliation of the child and the length of professional foster care placement. In four exit cohorts gypsy children are associated with longer lengths of stay in foster care. The length of stay spent by the child in foster care is analyzed in the context of the medium monthly cost per child of this substitutive familial alternative in Romania.
