Abstract. The parallelism existent between the socio-economic and cultural changes on one hand and reform of the educational systems, on the other hand, represents on of the main condition for functionality at society level in general. Educational systems reform is not just a particular social or economic case, but it is one of the most important way for reaching progress and development at the level of society. Education reform is, thus, imposed by transition logic and social transformations. Passing from one type of society and economy implies, in a natural way, a different politics concerning human resources, based on new education goals. The correct diagnose of the present situation from education represents a sine qua non condition for its efficiency effort in educating.

ZUSAMMENFASSUNG. Der zwischen den sozioökonomischen und kulturellen Veränderungen bestehende Parallelismus einerseits und die Reform der Erziehungssysteme andererseits, stellt eine der grundlegenden Bedingungen für das Funktionieren der Gesellschaft in seiner Gesamtheit dar. Die Reform der Bildungssysteme stellt nicht nur ein Sonderfall der sozialen oder ökonomischen Reformen, sondern einen der wichtigsten Werkzeuge für Fortschritt und Entwicklung der Gesellschaft, dar. Die Reform des Bildungswesens ist damit selbst durch die Übergangeslogik und den sozialen Veränderungen vorgegeben. Der Übergang zu einer anderen Gesellschafs- oder Wirtschaftsform treibt auf natürlicher Art eine unterschiedliche Politik der menschlichen Ressourcen basierend auf neuen Bildungszielen an. Der einwandfreie Befund der bestehenden Lage im Bildungswesen stellt eine unumgängliche Bedingung für die Effizienz der reformierten Bemühungen dessen dar.
