  Abstract:  Causal theorizing about the civic skills question and theoretical efforts to conceptualize and measure the dependent variables of this research problem reveals a mixed picture. On one hand this literature has generated important causal theories and provided an essential input for any endeavor at theory building. On the other hand, despite these efforts to sort out possible causal factors, not enough weight has been put on the likewise critical undertaking of developing general theory and specifying the proposed causal theories with sufficient clarity to interpret data and hence to allow for theory testing. This paper tries to bring into discussion some fundamental aspects of specifying causality in the case of civic skills developed in institutional settings.
