  Abstract:  Regardons la structure du système international en place. Pour la première fois au monde, l’ordre a été rompu sans une guerre. Par consèquent, le nouveau système international n’est pas le résultat d’un arrangement imposé par les vainqueurs aux vaincus. L’ordre commence à se retablir suite aux negociations, comme résultat des solutions pratiques, parfois contradictoires, plutôt que par un projet théorique, cohérent.
