  Abstract:  Institutional Design: Reinventing Participation. Policy of Work Place Reform. The recent emergence of a civic renewal movement as well as the heightened scholars’ interest in questions of social capital and community problem solving needs to be understood in social context. As part of a broader effort to renew the foundations of democracy, social theorists have focused increasing attention on civil society, social capital and deliberative democracy. In this essay, I examine some of these issues in the context of participatory democratic innovation as a process of social learning and capacity building in the 1990s in Romania. In particular, I will focus on the problem of changing the working place conditions and the impact of this change on the peoples’ cooperative behaviour.
