	Abstract: Some Aspects Concerning the Substantiating of the Decisions in the Field of External Debt Management. External debt management is a complex process, which has many effects on the national economy, especially in the case of developing countries. It is related with the determination of the degree of external vulnerability of the economy, and with the appropriate policy measures of reducing the VULNERABILITY. It is important for the decision makers to identify the main steps of the decision process, and to determine these influences on the economy.
