  Abstract:  La 1 august 2002 (dată care va fi avută în vedere pentru întreaga lucrare), Consiliul Europei, organizaţie internaţională interguvernamentală la nivel regional european, era format din 44 de state. Dintre acestea, 24 state sunt din Europa Occidentală, şi anume: Andora, Austria, Belgia, Cipru, Danemarca, Elveţia, Finlanda, Franţa, Germania, Grecia, Islanda, Irlanda, Italia, Liechtenstein, Luxembourg, Malta, Olanda, Norvegia, Portugalia, Regatul Unit, San-Marino, Spania, Suedia şi Turcia. Numai 2 state vest-europene, Monaco şi Vatican, sunt membre ale Organizaţiei pentru Securitate şi Cooperare în Europa (O.S.C.E.), dar nu sunt şi membre ale Consiliului Europei.
