  Abstract:  The USA and the EU are two main actors, claiming the superpower position in the post-Cold War global order. Once being part of a unitary West, the two are nowadays promoting two conflicting perspectives and strategies in the international relations. The 9/11 events did nothing but worsen the transatlantic relation, by magnifying the dimension of the gap between the US “hard power” and the EU “soft-power” strategic cultures, reflected in the NSS (National Security Strategy) and ESS (European Security Strategy).
