  Abstract:  International governance is currently influenced of two theoretical tendencies, one exclusive, and the other one inclusive. While the former attempts to introduce conditionality to the notion of sovereignty, the latter claims that the idea of equal sovereignty is the best alternative to keep a pluralist world order. On the international arena this debate can be translated into the recent reform of the Human Rights commission at the UN and the formation of a UN Democracy Caucus. This article analyses these new tendencies and the arguments behind them and comes to the conclusion that sovereignty might still be the reigning principle in international governance, despite powerful actors’ attempt for a more exclusive international order.
