Abstract:   Surrounded by doubts and question marks, the idea of a Mediterranean Union has certain strategic capacities that cannot be ignored. Re-launching the partnership with non-EU Mediterranean states is essential for the future of the EU. By enlarging the economic and security communication and migration control this new institutional setting can work where the Barcelona process failed. Consequently, the existence of a Mediterranean Union, as imagined by Sarkozy, has a crucial political impact on the European borders. The influences are identified at four inter-related levels: stabilizing and strengthening the current borders of the EU, changing the nature of EU borders with the non-EU states, uncontrollable effects on the EU in terms of migration and security due to internal agreements of the Mediterranean Union, and bordering EU states’ policies and relationships with neighbors.

Keywords: dialog, Mediterranean Union, partnership with non-EU Mediterranean states, borders of the EU
