  Abstract:  

Corina Şuteu is the President of ECUMEST Association, co/founder of the Program Policies for Culture, consulting specialist and independent trainer in international cultural cooperation and European professor in comparative cultural policies. At present she is also the Director of the Romanian Cultural Institute of New York. The article below is a translated fragment of the book The arts, politics and change, Amsterdam, Boekmanstudies, 2005, a collection of theoretical approaches and case studies realised by European Cultural Foundation and ECUMEST Association. The Editors are Cas Smithuijsen, Corina Şuteu and Hanneloes Weeda. The main themes of the article are the transformation of the law context, the rethinking of the public subventions, the developement of cultural strategies in local environment and the lobbying for independent arts organisation. Our thanks for the rights of this transalted fragment both to Mrs. Corina Şuteu and her translator, Mrs. Marie-Louise Semen.
